Well, In order to create it with art tools in real life, You need basic tools! Like Color Pencils, Color Tubes, Brushes, Wooden Pencil and alot more, You also need good and expansive Paper to make your Picture look better!
Then, You need to learn how to draw, Then draw your pictures, Post em' up online!
And on PC:
1st, YOu need a basic base drawing tool, Paint is the best drawer to draw your drawing's outine, After you have your Black and White picture, Save it as a PNG file on your Dasktop for the fastest actions, After that you need a good coloring Tool, Like Photoshop or GIMP 2, Photoshop is good for both drawing and Coloring aswell! I say you use those 5 estrela tools to make your fanart!
Make sure what "it" is!
If it's fanart, It's gonna have to be a drawing of something from an original show, Game or anything like that, And if you draw something using your imaganation, It's a drawing, Not a fanart, Hope I helped ☺
