how do u get moving icons?

ok i know i have one but i dont how i got it..every time i see a moving ícone i save it then try putting it on fanpop..but it wont go..please help

Are you uploading it from your computer or from a website?
If you're uploading it right from your computer and it doesn't works, try uploading it at tinypic for example and upload it from there.
If it still doesn't works, it must some problem with Fanpop.
