segundo chances really depend on the situation and people involved. It's hard to say if a segundo chance is wasting time or not if you don't know the situation.

Yes, if that person apoligizes for somethiing he did then it gives the person to explain himself.
usually i only give certain people one chance but that depends how rude they are to me.
