About neo-hard house, it's a genre of hardstyle, big room house, and Dutch house put together. The songs have anywhere from 130 - 135 BPM (beats per minute). Some are at 128 BPM.
About baixo house, it's basically future house with dubstep bass. Its BPM is usually from 126-130.
