(Black/White game) Quick pergunta about the tunnels for "dive"?

You know how in the game if you use surf you can go on water? And then if you use dive you can go under water? There are ruins under the water and sometimes you can hear a noise in the ruins. What is that noise and why are the ruins there? Is it a pokemon?

Anyway, once you reach the final room you see some walls that have something written on them. If you check them all and then talk to the Team Plasma guy, he will leave and that's all XP
