I think Kodomo no Omocha, Full Moon wo Sagashite,Kamikaze Kaitou Jeanne, Kaichou wa Maid Sama.. humm.. There's so many animes that are shoujo and have comedy and romance but I can't remember :) I hope it helps you !

Ever since KenichiTMD told you to watch rosario vampire AND haruhi suzimiya, I have nothing else to tell you. But magic knight rayearth is funny and has a little bit of romance.
