I don't think its Winry because #1 I don't think it really looks like her; 2# she could not preform alchemy; 3# a transmutation círculo doesn't look like that; 4# that doesn't explain the segundo circle; 5# transmutation circles are only made on solid objects, not in the air; 6# this type of theme for a pic (magical círculo in the air) is popular for independently done animê style art
