Most actual debate is done within the academy. Therefore, some interesting sites for debate are:
* debate-central.org
* pfdebate.com

In general, if you want debate, you want to stay away from any site that uses the terms "debate" and "discussion" in the same sentence.

For discussions, you would do well to try:
* volconvo.com - all topics
* arguewitheveryone.com - politics
* puretalkforum - anything controversial
* ukdebate.co.uk/forums (sic) - primarily politics

OK, in order to make this an actual ANSWER rather than just a comment, I'll tell you a story. I cultivated my mad skills over at Ye Olde Muggle Informer, a website I frequented as a preteen-teen. They had a thread for politics and current events. It was the great folks over at the link who taught me what courtesy was in controversial conversations.

However, that place is mais or less dead now. It's hard for a Harry Potter fã site to stay active as long as that one has (nearly ten years, it would be now). So...

It just occurred to me that I didn't answer your pergunta at all. *Looks at big yellow box above comment space.* Oops.
