It's illegal for all US citizens who do not have any family residing in Cuba to travel there. As Dwight mentioned he cannot travel there, I can conclude that he has no relatives living there. I can totally see Jim convincing him he's a security threat there though, and him being oblivious to the actual law. LOL. posted over a year ago.
