Would you rather starve, be dictated, and reaped, or live a life of luxury, even if it's among conceited selfish lowlifes. It's human nature to want that. Besides, District 13 is just as bad as the Capitol. They beat people, dictate the citizens, and Coin was an overall terrible person.
