I realized in sonic adventures 2, she said that promise to shadow. then in shadow the hedgehog game, after he finished helping amy, this little scene comes up and he says things, until he says that he helped amy and then he said "i figured" which in my idea, when he said that i thought it meant that at that time when he was with amy, he wanted to express his feeling to her and say other things but i don't know. i will put the video here and tell me what you decide. remember, watch it and you decide. :D

Amy is the only person to see him cry, and also reminds him Maria, and Shadow becomes attached to all the girls like her (see also Molly in Sonic X). Rouge is a valuable ally, a person who cares about him and his well-being, and him is one of the few able to mover her from her Precious addiction to Hero mode. It may be that he feels attracted to her for the simple fact that she's the opposite of Maria. It's a complicated mechanism. And Rouge, however, is torn between him and Knuckles.
