Inner Senshi is stronger I think.

Inner Senshi I think but again it might be close and it depends on what they descide to use and also teamwork would be vital for them.

1. Sailor Moon has the strongest attacks
2. Sailor Mercury is the smartest (would come up with the best strategy)
3. Venus, Mars, & Jupiter have varied attacks that can help them in many different ways

1. sailor moon transforms into sailor cosmos or neo-queen serenity and with the help of chibi moon uses the silver crystal and the outers are dead

I said inner senshi at first because Sailor Moon is seemingly the most powerful senshi, but in actuality, Sailor Saturn has the ability to turn the entire planet into dust and is usually deemed the strongest of them all.

Now, if we removed the most powerful senshi from both groups - remove Sailor Moon and Sailor Saturn - I still think the outer senshi would win. Sailor Uranus is fast and Sailor Neptune is able to stay completely in sync with her. They also know each other so well that they don't need to verbally communicate to understand what the other is going to do.

As for Sailor Pluto, she possesses the power to control time. Can anyone even fathom having such an ability? Think of what you could do with a power like that.

The three of them are also more ruthless and have far less compassion than the inner senshi, making them far more deadly.

lol but this is extremely out of sense xD I pick the Outers because they WOULD win... if Sailor Moon wasn't on the other team. And she shoudln't, because Sailor Moon is not a part of the Inners, nor the Outers either, she's the princess. Of course if you place the strongest character of the whole series, and also the main character, you just know that wherever she is, that group will win xD. However if we take a 4 vs 4 as in Inners vs Outers WITHOUT Moon...? Then the Outers. Even in the manga, where the inners are much stronger than her anime versions, the outers are still stronger because that's how's supposed to be. They HAVE to be stronger to fulfill their mission. And while the Inners have a great team work, the outers have strong bonds between them as well, so that's also out of the question; the outers would win if they're on equal conditions. Now, if you put Usagi in there...welp, it's pretty much pointless, since she's kind of invincible. Even with Saturn sacrificing herself I'm sure she would find a way to somehow remain alive.

i think it's pretty obvious, people are only voting for the inner senshi, because they like them more, that's not fair..we all know that the outer senshi are stronger, in fact, Saturn is the strongest senshi, she can destroy everything she wants

outer, they have talisman. Pluto can control time (but she will die), Saturn can make a wall to protect or destroy (but she will die). Anyway, I vote for outer because I love they.

I would have to pick the inner Senshi because Pluto can stop time but then she would die. Also Saturn can destroy the planet but it result her and everyone else dying. Plus the inners have sailor moon, Mercury's smarts and mars Magical physic powers. Some people say "But the outers have the talismans!" your right but Neptune's mirror is alot like Venus compact and when Uranus uses her sword it throws out these laser disc right? but Mars fire surround can also throw out firey disc. Also the inners have more "moves" or magical powers.

Let's see how I want to decide this....

Saturn: While "Death Reborn Revolution" is powerful enough to destroy the world it would be counter productive to use it so you can strike that from the list.
She has an additional 2 attacks
She has an a total of 1 transformation "Crystal Power, Make Up!"

Pluto: Additionally while Pluto can stop time it could kill her which is counter productive as well.
She has 4 additional attacks
She has a total of 2 transformations "Planet Power, Make Up" "Crystal Power, Make Up"

Uranus: Doesn't have any particular powers that set her apart or that couldn't be defended against, it's basically energy blasts that she uses. There is also the Galactica Space Turbulance, but I don't count that.
She has 3 additional attacks
She has a total of 2 transformations "Planet Power, Make Up" "Crystal Power, Make Up"

Neptune: Again no exceptional attacks, she uses water based energy attacks, but where have we seen this before. There is also the Galactica Violon Tide, but again this does not count.
She has an additional 3 attacks
She has a total of 2 transformations "Planet Power, Make Up" "Crystal Power, Make Up"

So lets do some adding. We will add the grand total of attacks and transformations the Outers have combined and this is coming from the manga. Attacks that weren't given to them through brain washing and attacks that would not destroy the world or themselves because that's cheating.

Attacks combined = 12
Transformations combined = 7

Now let's look at the Inners and see what their numbers come to. None of the Inners have powers that could destroy the world or themselves so I will get straight to the numbers.

Mercury has a total of 4 transformations including "Crystal Power, Make Up"
Mercury has a total of 6 attacks

Mars has a total of 4 transformations including "Crystal Power, Make Up"
Mars has a total of 4 attacks

Jupiter has a total of 4 transformations including "Crystal Power, Make Up"
Jupiter has a total of 6 attacks

Venus has a total of 4 transformations including "Crystal Power, Make Up"
Venus has a total of 6 attacks (I won't count the Venus Love and Galactica Shock because manipulation and I will not count Akuryo Taisan because she uses that only once)

So by the end of it the Sailors all have "Crystal Power, Make Up" which puts the Inners on even transformation footing with the Outers. Additionally the Inners obtained abilities from their crystals.

All told the inners have 16 transformations, though "Crystal Power, Make Up" is the transformation that makes them even with the Outers

It is their abilities that outstrips the Outers, they have a combined total of 22 attacks. They have an advantage in that they have a wide array abilities that they can work with. I know Neptune and Uranus work cohesively as a team of two, but the Inners work even more cohesively as a team of 4. Not only have they known each other for a few years before all of the Outers appear, but they knew each other and worked together in their past lives as well.

So if I had to pick a team that would win based on team solidarity it would be the Inners, because lets face it Neptune and Uranus were lone wolves for a long time and Pluto has only recently gotten into the game as well as Saturn who is also a lone guardian. For the most part you have a group of solo acts.

If I had to pick a team based on pure attack variety it would also be the Inners, not only do they have a greater variety of attacks they have a solid leader in Venus and a helpful strategist in Mercury and incredible support in Mars and Jupiter. They could do some serious damage with a good strategy and good leadership. The Outer Senshi do not really possess this, there is no definitive leadership among them, they are pretty much solo acts and Uranus tends to call the shots regardless of what her teammate thinks most of the time which is not really leadership.

So I think if you put the 4 Inners against the 4 Outers with only the appropriate abilities and resources available to them the Inners would most probably overcome.
