Tony and Ziva for sure. I personally saw Tony and Kate's as siblings.

Tony and Ziva, Because they understand each other mais on a personal level than Tony and Kate did.

Tony and Ziva for sure..personally tony and Kate were mais like siblings and ducky even said once that they had a brother sister relationship because they were always competing for their "fathers"(Gibbs) attention.

Tony and Ziva all the way. Tony and Kate were too much like brother and sister. If you think they would have made a good couple than you have one screw loose in your head. I mean come on, in the show, did you see them atuação like they wanted each other that way? they teased each other, they picked on each other. Tony acted much like a brother would and Kate acted towards him like a sister would. I have a brother and sister, I would know how siblings would act towards each other. Even thinking of the two together is kind of sick.
