Crude as they are, I actually prefer Ralph Bakshi's ringwraiths because I find them more lurid and eerie - particuarly this one. I love how he sort of drags one foot behind him. Even in cartoon, I thought they were great.
Additionally, Peter Jackson seems to have drawn alot of his inspiration from Ralph Bakshi's ringwraiths. Especially the sniffing scene when the hobbit's hide under the tree root.

Either way, they're both fine. I like both of them, because the Peter Jackson Ringwraiths are more realistic, but the Ralph Bakshi Ringwraiths are, as you said, more 'lurid and eerie'. XD
