No i don't think so at least not really she wanted to be able to actually touch something. if the composer could change humans from organic to digital the possibly it could allow her to take an organic form.

in the 4th game, cortana gets super emotional when the time comes were she has to leave him. This happened twice. 1> the beginning of the game when she says the words, " I need you " while being emotional, and 2> when she became face to face with him, touching his armoire emotionally! Dah!!!!!
