A tie actually.
Elsa gives up the fun in her life and isolates herself so she doesn't harm her little sister, no matter how mush she wants to play with Anna.
Anna goes on a quest to save her sister and she practically doesn't even know Elsa loves her. She's saving someone whom she thinks doesn't care about her.
Anna understands Elsa better, teaches Elsa about love, never gives up, encourages Elsa to make better from bad thing, forgives Elsa though Elsa has stricken and sent her away harshly from the ice castle, and even she sacrifices herself to save Elsa's life despite saving her own life although she thinks she can be alive if she kisses Kristoff.
A quiet, secretive princess...well, queen, who want(ed) to keep her powers safe from her sister, and everyone else in Arendelle. That's quite kind, if you ask me.
Anna? Yes, I think she is great too. I like her because she relates to me, I'm the most random person in my family. Helping her sister control her icy powers, with teamwork? That's also very wise.

I'm impressed with Anna that she prefer to sacrifice herself for Elsa, the one who made her dying.
