Not really. The queen is only envious of Snow White because the queen used to be fairest and suddenly she feels threatened that Snow White is taking what she considers rightfully hers. Lady Tremaine is a better fit for envy. The Queen is pride just like Gaston is. Gaston gets jealous of Belle's feelings for the Beast but that primarily stems from his pride, otherwise Gaston is not really an envious person. Prideful people only feel envious when they feel threatened by others who can supplant them, otherwise they never have a reason to be jealous because they think they are the best.
