Rapunzel is quick-thinking, fast-moving, and can lift a grown woman several inches taller than she is once or twice a day. Elsa has probably not had to lift anything heavier than her geometry book in her whole life. No question.

Hmm. They both move fast. However, Rapunzel can not only use her hair as a weapon, but also can heal injuries with it. Elsa can only use her ice powers to hit people with ice, and trap them. Elsa can blow out walls with her powers. There is no nice "side benefit" to the ice gift, save being able to build fancy architecture and control the weather. In combat, I think you can shoot ice, but I don't think you'll be stopping to create buildings or change the weather.

Are you kidding? She could beat two experienced bodyguards of Duke of Weselton easily! Plus she could create legions of snowman. If you said that Rapunzel could heal herself, she should wrap her wounds and sings first which takes times. Rapunzel is no match for Elsa.

Rapunzel looks cuter when in combat though. XD
On the other hand...
I would not want to get on Elsa's bad side.
