Sutton in the beginning but she becomes a little of Emma

Neither but much more like Emma in my opinion.
Sutton is manipulative, sneaky, and selfish. I wouldn't describe Brooke as any of those things. The only similarities I see between Sutton and Brooke are they are both sassy, materialistic, and love attention from guys.
Emma is not nearly as funny as Brooke... but she's got spunk, she's witty and sarcastic, she's tough, has grown up feeling "unwanted," and has a really big heart. All things I would use to describe Brooke.
