Why can't Akamaru talk?

If nobody actually knows the reason, then what's your theory?

I think it's just the way of the naruto world that some animais can talk while others can't. Maybe it's just luck.

Maybe Akamaru can talk now (In Shippuden), but simply doesn't want to since Kiba (And problably the whole Inuzuka clan) can understand what he says and can translate to the others. Just a guess x)
