What was the name of this movie with the evil genie?

The evil genie was in something glass and was inanimate at first, but it comes to life (in an evil way), where it makes scary noises when it does, scaring all the people who see it. This was live action, and was a feature movie. I don't know who made the movie, what genre it was, the storyline, what actors and atrizes were in it or even any frases from it.

I first saw it late one Sunday night in 1993, I think on ITV (rhyme unintended) [though I don't know if that's the ano the movie debuted in, or if it was made before that].

The evil genie wasn't even in a lamp (this 'glass thing it was in' wasn't a lamp), and the movie definitely wasn't 'Aladdin', as it wasn't set in Arabia.

Also, it's not 'Wishmaster' or 'The Outing', nor is it 'Bernard and the Genie', as I know Rowan Atkinson definitely wasn't in this movie I don't know the name of (the genie in 'Bernard and the Genie' wasn't even evil). Also, the movie definitely isn't 'The Thief of Baghdad', as this movie I don't know the name of definitely isn't as old as 1940.

The evil genie in this movie I remember had brown skin, wore a turban and had a beard. Such a movie definitely exists and I'm even yet to see a rerun of it.
