You can definitely find on the best of Will Ferrell Vol. 2. It's called Good Morning something, don't quite remember the dets.

The skit is "Wake Up And Smile". It actually stars Nancy Walls, not Cheri Oteri. In the skit, the teleprompter goes down and everyone goes into a panic because they can't think on their feet and come up with anything to talk about. It eventually devolves into a Lord Of The Flies type situation where the male host (Ferrell) and the weatherman (David Alan Grier) battle for supremacy. I literally just stumbled across it looking for the "Morning Latte" sketch.
