Is This OC a Mary Sue?

Hi, so I kinda want to know if my Teen Titans OC is a terrible or good oc. I don't know so.. yeah. Here she is.
--------------
Name: Lulu (Real name is Ashanti)
Age: 19
Gender: Female
Birthplace: Africa
Powers: Ice Powers
Looks: Lulu is a dark skinned female that has black hair that is in an afro, and she has a headband, she has wide, dark brown eyes with a small tattoo of a snowflake on her left cheek, she wears this --------> link (but he's dress is a bit longer and she wears sandles)
Personality- Lulu is loyal, kind, and happy. She doesn't like fighting or crime going on in her village in Uganda, and wishes to protect the village from any harm. Lulu is also called 'Icy' which she has ice powers from her mother, and Lulu tries her best to control herself from using them to much. Lulu also tries her best to save anyone, especially young kids, but that has never happened.
Crush: It doesn't matter-
Trivia
• Lulu is an African name that means 'a pearl' while her real name Ashanti comes from a region in southern Ghana.
• Lulu is the only child in her family.
• Lulu might have a crush on Aqualad, Speedy, or Herald.

Ok I'm done for now...

Yeah she kinda is-

Bad things
- Her backstory and flaws and etc aren't listed, which to me that personally means she has NO flaws or NO backstory.
- Having Ice Powers is sometimes very cliche in teen titan oc's.
- Putting a little mais detail into her personality and looks should work.
- You decided to list her crushes on the Trivia instead of on Crushes.

Good Things
- Her names fit her, since she is from Africa both LuLu and Ashanti would work.
- There aren't many black oc's these days so... yeah.
- Thank God she's not one of those oc's that are related to canon characters, which wouldn't work in Teen Titans.
- It would've been better if she had a fighting outfit she can turn into, fighting in a dress is complicated-

That's all I have for your oc.

And making your oc male would've worked better since your oc is female and the oc creator is female that could mean this is a self-insert, which not many people like.

I don't really think so. But it's nice to have characters that are really nice. Even if they're too nice.

To me she does seem to be a little Mary Sue-ish, but honestly if you just add a little mais to her personality it can be easily resolved -- what is she bad at? What are some things she or other people wouldn't like about her? If you give her some flaws, I think it would really help to flesh her out.

It seems fine to me, but I'd have to know mais about the story and her role in it before I really know.

Yeah, she is, though I do like how she is a mais varied race. However, her personality doesn't have any real flaws, I mean you said she struggles with saving people, you just didn't give a reason why is she clumsy, cowardly or reckless, what's the problem? Why does she fail to save people, as long as it isn't she can't control her powers you should be golden. Heck even that you can get some personality out of por going the Frozen - Uma Aventura Congelante path and dive into insecurities of the said character.

Now this isn't a flaw with your character, and instead, a nitpick, besides if you do decide to take my conselhos you'll have to make major changes to the character anyway. I would like the character much better if her traits didn't go as you expect any other foreign black character go. It isn't exactly a bad thing, but having another type of personality would make her stand out way mais on a personality level.Oh and another thing, happiness is an emotion, not a trait, change it to caring or something.

Also, this might be a good guide to how to make a fleshed out character. It isn't something I value as much anymore as I have watched mais of the critically acclaimed cartoons(i.e Sofia the First(not exactly critically acclaimed though), Steven Universe,Amazing World of Gumball, oi Arnold!(sorry, I used to lie about knowing this one),Over the Garden Wall, and the one I'm currently watching Heidi(she's a cliff hanger in the literal sense)) which made me realize that characters don't even need to follow it, to be considered great or fleshed out characters.Be that as it may, it'll still be something I'll suggest doing when making a character as I do find it helpful.

Yep.

Your oc is an Elsa ripoff, even though she doesn't show up in Teen Titans.

I don't really consider your oc 'mary-sue' but to me, she doesn't seem developed that much, though I do like that she is from Africa, but, just putting in 'ice powers' is just lazy, what type of ice powers? How did she have them? Why does she have them?

"Happy" isn't a personality trait, it's an emotion, you could've used -caring- or -nice- or other words rather then -happy-

I think she stands out from being a Titan, or just a Jericho rip-off, because of "She doesn't like fighting or crime going on in her village in Uganda" which Jericho doesn't like fighting, either.

Then at the end, you said that LuLu 'might' have a crush on Aqualad, Speedy, or Herald, why? Who does she like?

I can't imagine how she looks because of how undeveloped her looks are, you could've just showed a picture instead?

But your oc is a bit Mary-Sue-ish and a bit overpowered because of her 'ice powers'
