I'd choose my own! Like that unique character inside my head that I've always wanted to see and that I've meticulously spent years fine tuning. If you could make that character a real person that I could hang out with? That'd be great.
If not, I'd probably go with....Urahara Kisuke. This not making the nitpicky distinction between cartoon and anime.

I used to know someone in my drama class who wanted to be in a barbie movie because everything always turned out perfectly. It both sounded silly but made sense at the same time.
I wanted to say Pikachu, but as tigerlover has already said so, i think i'll prefer Doraemon-O Gato do Futuro as a friend who would miss the chance of getting so many gadgets?
