If that name is in Harry Potter AND Vampire Kisses,I don't think it would be that bad to put it in ANOTHER book.There are TONS of books with the name Luna.There's also even a book named Luna about a person named Luna.

I think as long as you don't use the first AND last name of those people you'll be fine.

It depends. Is she using the same exact character and/or using the same plot? If no, then she prob. won't get in legal trouble. If yes, then if she wants to avoid trouble, then tell her to give credit to the author or whatever she is using the character from. :)
