Who was right in this situation?

This happened about a ano and a half ago.

There was a pretty bad accident where an 18 wheeler rolled over at the military base and a man was killed. a news reporter and his camera guy went over to denunciar the story and they got arrested.

Was the police officer in the right in this situation, or the news reporter?
