Why do some clubes have the option of suggesting a new background image, while in other clubes you can only suggest ícones and banners?

I made a fórum suggesting possible backgrounds for the Bangel club, but then I noticed that I couldn't make the pesquisa for it. Other clubes have that option.

Why can you suggest background imagens for the first but not the second?

No, there's definitely a lot mais members needed for a background. The Bangel club has over 1000 but there's no background option. It probably is down to the numbers though.
