I choose Maleficent. Although she is one of my favorite villains and arguably one of the most iconic and entertaining, she really isn't that frightening in her film to me. She seems more like a vindictive, competitive, sinister woman to me than a true villain at heart.

Ursula is a competitive, cruel, cold-hearted manipulator who went after a "child" of her enemy; Not to put her in a sleeping spell but to make her live the rest of eternity in torture as one of those little creatures! She lures in "the lonely, the miserable and the weak" in their times of despair, manipulating them so that she can turn around and trap them in a torturous state for the rest of their lives/eternity. That is more frightening to me than what Maleficent does.

Shan Yu is based on a hybrid of real life villains Attila the Hun & Genghis Khan, two of the most terrifying names of all history. Did anyone else see the village that Shang's father failed to protect? That was the work of this guy, Shan Yu. Talk about a frightening scene. He had to have slaughtered the entire military as well as every townsperson including the women and children. I wont speak about this in detail but it's likely that the women of the village had slower and more painful deaths than everyone else in town. What an absolutely horrendous way to die. This guy was murdering countless people with his hands and simple weapons. He was killing people up close and personal in gruesome fashion. He also killed people "just because" as shown in his line, "How many messengers does it take to send a message?" and he clearly commands equally sinister people as one of his soldiers gave an evil smile and answered "Just one." before setting up his bow and arrow. An avalanche couldn't kill this guy and when he popped out of the snow along with his hardiest soldiers, well that was the stuff scary movies are made of. This is hands down to me, without a doubt the all-time worst DP villain as he combined torture and murder for nothing other than his own ego and power.

She comes across as haughty, not menacing, "not very smart," and like Laylastepford said, not really as cruel as the other two. Besides, I'm more scared of Shan-Yu's "calm" demeanor, and Ursula's sniggering laugh ( which she does at just about everybody) and that laugh always made her more sinister to me.

I find Ursula's attempt to be weak-minded and not well thought through, i could easily pin point loopholes in her explanations when dealing with her. Maleficent's confidence makes her look scary to me all the more. She's never too angry or ruffled but has this cold meanness running through her words.

^ I see what you're saying but I don't think Maleficent ever has anything to get angry about. The one time she does, she does lose her cool and turns purple when yelling at her hog-like minions for looking for a baby for an entire 16 years. The other time she gets angry, when her raven turns to stone, she turns herself into a dragon. She seems more like a very emotional person who overreacts to things, not really cruel and sadistic to me like Ursula and Shan Yu who seem to proactively seek innocent people out to get pleasure out of torturing them and forcing them to submit.
