Tokyo Mew Mew, I think, she's dressed very similarly to one of the characters from it, and I haven't seen or heard of any animes with someone so familiar to the main characters. Its just her hair, their hair as cores are green, dark blue, light blue, pink, and blonde.

It isn't from Tokyo Mew Mew... It may be from some visual novel game as CG set of pictures.
