HELP!!! WHO IS THIS!?!?

I've seen this guy EVERYWHERE and I'm DYING to know who his is and what he's from, so if you know, PLEASE SAY SO!!!

Also, I've seen pics of him with different eye as cores and different hair shades. (I've seen him with black hair and blue eyes and green eyes and black hair, I think)
