No, he isn't evil. If he was evil, then he would not bother telling the Hawk members not to kill anyone. He wouldn't care who lives or dies, but instead, when he fights anonymous shinobis, he tries not to kill them. He tells Suigetsu and the others not to kill anyone.
I think Sasuke right now is at the crossroad where he can choose to become either good or evil. Right now he is still pure, like Itachi has said, but he may become evil if he continues to keep sacrificing for the sake of revenge. But for now... he is still good.
