Yep, Billy was driving. In the books Jacob drives him around, but I guess they didn't do that for the movie. And there is stuff out there so disabled people can drive, so I guess that's the route they decided to take for the movie. But yeah, it does mess with the minds of those who have read the books. My sister's boyfriend though, who hasn't read the books, just went "Why is it such a big deal?"
