Lotso wan't actually mean, he was so frustrated about what Daisy did to him he took out his anger on everyone else. For that he gets put on the front of a garbage truck.

Sure being tied up without any way to move is a torture; add speed, bugs, weather and touching walls in the garage. It is really big torture. And later after long time he will be broken so, the garbage-man will throw him away! And no Woody to save him this time! That is a perfect ending for Lotso. He will be first tortured and than killed. But it is also kind of scary because there were other toys with Lotso, and they probobly will die too, and they didn't deserve it...
