Stella isn't the smartest character either and she is vain; only really caring about her looks and how she's seen by others. Though she does have strong powers, I don't believe she could lead a group. Flora wouldn't make a good leader either; her shyness and kindness would kill her. Your group of fighters and do-gooders need someone strong, fierce and independent to lead them.
