honestly, it's Tyler. Matt gave up on her due to him not being able to deal, and the others are all caught up in their own drama to actually worry to her, I mean they all care and love her, but she comes second to all the others.

Bonnie turned her back on Caroline when she first turned and treated her like crap. Matt gave up on her because he couldn't deal with all the supernatural crap. Tyler hesitated when she was locked in a cage after being tortured(come on...you don't hesitate about that!) Elena has always been there for her, but I feel like they've drifted since S1. And her and Stefan share an amazing friendship but I wouldn't say he 'loves' her.
