He loves Elena more. And both Damon and Stefan would give up their own lives in a second for Elena...so if he chose to save Damon I can't imagine Damon being too happy about it. So he'd choose what he and his brother would both want.

It is a hard one but I think ultimately he would choose Damon. Even though his love for Elena is so strong and he would do anything for her I think the one thing he can't do is give up his brother. That's why he made Damon turn into a vampire because he didn't want to be lonely and he didn't want to live without his brother.
I LOVE STELENA!!!! They are meant to be...Stefan would die for her but I think even though the brothers fight so much and torture each other at the end of it all they need each other the most.
