Seneca guindaste was the anterior head game maker in THG. He was killed por President Snow after the 74th Hunger Games because he allowed two tributes to survive. For her 75th training session thingy (dont judge me, lol) Katniss hangs a dummy and paints Seneca Crane's name on it to show that she knew what happened. Hope this helped:)
