Do you think it should be against the law for women to be topless in public?

Honestly, no. I probably wouldn't take advantage of the freedom but the sexualization of boobs drives me crazy. They can be used for sex but their main purpose is (imo) breast feeding. I dont know why people make such a big deal about boobs. I feel like one of the major reasons that the female nipple is sexualized is because it's a first world nation taboo.

Nope. The female breasts have been hyper-sexualised, but their primary function was, and still is, to feed offspring. The dominant patriarchal discourse positions women's bodies, especially those in public view, as contested sites. Breasts, in particular, blur the boundaries between mothers/children/parental care and sex, particularly male sexual pleasure. The act of making naked female breasts illegal works toward nullifying this conflict within the dominant discourse, and effectively banishing both functions from the discursive arena.
