I meant how do you make your own animê character online?

I seen pictures of people's OCs and they were animê and I was wondering how to make them :/

^Exactly. You draw them first and then editar your picture and bam. You have your own OC character...at least that's how I think you do them. I don't know, I don't have an OC.
