It doesn't translate into anything.
It's sort of like when Deidara says "Un". It's just a habit that Naruto inherited from his mother. (:

he says "dettabayo" when he's trying to emphasise something. it can't exactly be translated as anything, but in subtitles, they say, "believe it!". it's kinda an expression...
