Yeah, most definitely! That has got to be Fai D. Flourite from the manga/ animê por CLAMP, Tsubasa: Reservoir Chronicle! It looks like a fã art of him, but the feathers floating around him with the red bits on them are a dead giveaway. I highly recommend leitura Tsubasa, cause I know I sure amor it! And Fai is awesome!

It looks interesting just from the picture, could you give a summary of what the story is about?
No, Fai doesn't have a sign on his neck. He has a phoenix tattoo on his back, but on that same note, I have seen plenty of fã arts of him that have different tatuagens and designs on Fai... after all, that's why it is called fã art- cause the picture is a fan's renderring of the character, not an exact replica of the character. The resemblence to Fai of that picture is exact other than that thing on the neck, so it's gotta be Fai. Plus with the feathers and all, I cannot think of anyone else. I'll post a summary of the story tomorrow when I have mais time, Sesshy. :)
It's really hard to summarize Tsubasa cause of how much happens in it. There are a lot of cruz over characters in the story from other works of CLAMP, but you can enjoy the story with having never read any of CLAMP's other works. To make the summary of Tsubasa short, Sakura is a princess of a desert nation named Clow, and Syaoran is an archeologist who is investigating mysterious ruins for the empire an is also Sakura's childhood friend. When Sakura comes to visit him in the ruins, she stands atop a mysterious symbol, and then sprouts wings which turn into feathers that are cast across the universe. The High Priest quickly realizes the feathers are the physical manifestation of her soul and without them, Sakura will die. Syaoran then leaves to retrieve Sakura's feathers (which are white feathers that urso a red symbol on them... a lot of fã artists use a red blotch on the feathers instead of the actual symbol I've noticed, to symbolize it being to small to be seen if the feathers aren't shown in a close up), and accompanying him are Fai (a magician), Kurogane (a ninja), and Mokona (a fluffy creature that transports them across different worlds to retrieve the feathers). There is mais to the story, but that's a short summary of it. I hope it sounds good. :)
also theres a witch involved that can transfer people to different worlds or countrys. she always does this with "something of equal value to the wish" and when syaoran goes he has to pay with his memories of sakura, so even if she gets all her memories back then she will never remember her past with him.....and if your into vampiros later on in the series in "tsubasa tokyo revelations" fai turns into a vampire and a lot of amazing crap happens.
