It would have to be "nobody." He's a serial killer, with the paranoia that comes with it, so he would naturally feel safest with no one around. And, if left to remold the world, that's what would happen. He'd eventually kill everyone off. First it's people who are criminals, then it's people who are immoral, then it's people who aren't moral ENOUGH, then, before you know it, he's killing children who don't get good enough a grade. (and yes, I like Light--just really, the sane version ;p)
