From my opinion I fink there both az evil as each other but most people fink voldemort is more evil

Considering Voldemort has murdered heaps of people and Umbridge hasn't, I'd say Voldemort is more evil.

Voldemort obiously he killed a lot of people and he split his soul in 6 !!! thats why he is the villian umbridge is just annoying and thinks in a harsh way she wanted power in hogwarts but voldemort wanted in the world (muggle and wizard)
