i want to know who is better
i know that they both r 1 but when he was better
he was better when he was younger or he was better when he is older

You can certainly choose different aspects, such as looks, mood, social skills, relationships etc, through which you can examine the different characteristics Harry has at different ages and decide whether they improved with time or not. But that won't give you a mathematical equitation to determine which Harry is better either. One's ever changing personality is not something you can squeeze among such relative concepts as better and worse. There are too many factors and points of view you can't and cannot materialize into two completely opposite categories. Harry is Harry and you can form an opinion which self of his you liked the most described in the different books but when he is an effectively better or worse person is nothing you can or should determine.

I'm not giving theory, I'm giving an answer. This is not even a theory, this is my answer. And you didn't ask my view, you asked (or rather demanded to know) which Harry is better. Well, this is my answer.

In books 4-7 Harry becomes mais intrested in girls, he gets into mais serious areguments, he makes new friends (Luna, Cho, Tonks, Fleur, Bill) and begins to see some friends (Ginny and Cho) in a different light but he also gets mais moody, he gets angry for nothing (mainly due to his scar) he starts talking back to his teacher (Well just Umbridge) and basicly changes.

I honestly can't tell you when Harry is better, you'll just have to read the books and decide for yourself; there is no right or wrong answer, just your opioin.
