Because sunscreen does not stop the sun from touching you. Just like how you can get a sunburn while wearing sunscreen, a vampire (whether he glitters or burns) would still be effected por the sunlight shining down on him.

It was because Meyer wanted uber special vampiros and thus took away every single weakness that they have. This comes from the fact that I can't possibly believe that Meyer wasn't in the slightest familiar with vampire legends before she started writing. She takes too much from other Vampire authors to be funny. But anyways, she figured cutting their weaknesses was a good thing, but that is just poor writing.
