Log out and then right seguinte to where it says sign in, click cadastrar-se fanpop or something like that.

You log out and instead of 'returning user', you enter details in the other por clicking the radio box.
You can still use your anterior account unless you permanently eliminar it in the perfil settings. You don't necessarily need an E-mail account to cadastrar-se fanpop though. You can just enter a fake one but that means you will not recieve E-mail atualizações which in my mind are useless anyway. Why fill up your caixa de entrada when you can be on the front line experiencing and seeing any atualizações firsthand.
