I don't see them working as friends because they don't have any common interests and their personalities just don't match: Ariel likes adventures and exploring new things even if it can be dangerous while Belle prefers to get to know new things from the books. That is the fundamental difference between them.

It seems to me like Belle is very adventurous and also has a disregard for rules and danger. Just because she likes reading doesn't mean she only likes to live vicariously through books.
