yes because matt said in an interview that when the producers 1st asked him to play chandler, they told him to just act as himself. When Larry King asked him if he's like Chandler, he said yes, chandler is an exaggerated version of himself. Also, watch matt on "celebrity liar" on youtube. you'll see that his cute sarcastic humour is similar to chandler :)
