Does anybody remember the film The Scarecrow that Cartoon Network used to show in England on Dia das bruxas in the early 2000s?

I've always loved that film. I've tried to procurar for it on YouTube and on Wikipedia but I can't find it. They used to show it on or near Dia das bruxas on Cartoon Network, but they stopped showing it a few years ago. All I remember about the film is that the scarecrow, who was friends with the rato and the broom, was in amor with Polly so the fairy godmother made him look human in order to help him win her heart. Sorry for the lack of info and the fact that this isn't actually a programme they show, but any info on where to find this film is appreciated.
